Occupational Safety and Health Administration (OSHA): As a regulatory agency under the Department of Labor, OSHA develops and enforces standards for emergency lighting brightness, maintenance, and performance to ensure safe and healthful working conditions.
National Fire Protection Association (NFPA): According to the official NFPA website, life safety codes “are the most widely used source of strategies for protecting people based on building construction, protection, and occupancy features that minimize the effects of fire and related hazards.” The key regulations to follow for emergency lighting installations are contained in NFPA 101: Life Safety Code Section 7.9. Other NFPA codes to monitor include NFPA 70, NFPA 99, NFPA 110, and NFPA 111.
International Building Code (IBC) by the International Building Code Council (ICC): This code was created to establish standards to protect people from hazards in the built environment (new construction or renovation). In particular, Chapter 10 of the code addresses emergency exit lighting requirements

While it is critical to comply with all applicable codes and standards, the IBC and NFPA 101: Life Safety Code are the most widely enforced. They cover the placement, performance, and maintenance of indoor and outdoor emergency lights.
NFPA 101 7.9.2 states, "In the event of a failure of normal lighting, emergency lighting shall be provided for a period of at least 1½ hours. Emergency lighting shall be arranged to provide an initial illumination of not less than an average of 1 foot-candle and not less than 0.1 foot-candle at any point, measured along the path of egress at floor level." Another key requirement to keep in mind is that emergency lights must provide illumination for at least 90 minutes after a power outage.
